Subject: PUBLIC PETITION FOR IMMEDIATE DIALOGUE, PROTECTION OF HUMAN RIGHTS, AND RESTORATION OF ESSENTIAL PUBLIC SERVICES IN AZAD JAMMU & KASHMIR

I, the undersigned citizens of Pakistan, Azad Jammu & Kashmir, overseas Kashmiris, members of civil society, professionals, lawyers, students, business representatives, and concerned individuals, respectfully submit this petition in view of the continuing situation in Azad Jammu & Kashmir.

The ongoing tensions have caused serious hardship for ordinary citizens. Families have faced disruption in their daily lives, businesses have suffered losses, patients have experienced difficulties in accessing healthcare, students have faced interruptions to their education, daily wage earners have struggled to support their families, and overseas Kashmiris have endured considerable anxiety due to communication and travel disruptions.

I firmly believe that every citizen deserves security, dignity, justice, and access to essential services. Lasting peace can only be achieved through dialogue, restraint, and mutual respect among all stakeholders.

I, respectfully request:

  1. Immediate and meaningful dialogue between the Government of Azad Jammu & Kashmir, the Government of Pakistan, and all relevant stakeholders to peacefully resolve the present crisis.
  2. The adoption of confidence-building measures that reduce tensions and encourage constructive engagement.
  3. The uninterrupted movement of food supplies, medicines, fuel, ambulances, and other essential humanitarian services throughout Azad Jammu & Kashmir.
  4. Restoration of communication facilities wherever possible so that families, particularly overseas Kashmiris, can remain in contact with their loved ones.
  5. Protection of the constitutional and legal rights of citizens, including peaceful assembly, freedom of expression, and due process in accordance with the law.
  6. Independent, impartial, and transparent inquiries into all reported incidents involving deaths, injuries, or alleged violations of human rights, with accountability established through lawful procedures.
  7. Protection of journalists, lawyers, healthcare professionals, humanitarian workers, and all individuals performing lawful public service during the current situation.
  8. Special relief measures for daily wage earners, transport workers, small businesses, and other vulnerable groups whose livelihoods have been severely affected.
  9. A commitment by all parties to avoid violence, inflammatory rhetoric, and actions that may further increase tensions.
  10. A renewed commitment by all stakeholders to place the welfare, safety, and dignity of the people of Azad Jammu & Kashmir above political differences.

Our Appeal

This petition is not intended to support or oppose any political party, government, organization, or movement. Its sole purpose is to encourage peaceful dialogue, safeguard fundamental human rights, and promote the welfare of the people of Azad Jammu & Kashmir.

I, respectfully call upon all authorities and stakeholders to act with wisdom, restraint, and compassion so that peace, stability, and public confidence may be restored at the earliest opportunity.
